Idioms are sentences that are used to convey a different meaning than their literal meaning. These are used to convey more meaning in fewer words effectively.
Phrase is a collection of words that stands together as a single unit in a sentence, typically as part of a clause or a sentence. It does not contain any subject and verb so it cannot convey any thought.
